13mm VW wrench S5926 for...???

13mm VW wrench S5926 for...???

Can anybody identify the application for this wrench? Based on the part number it appears to be a VW special. It does not have a date marking on it.

Oil Cooler Wrench.. Used on 71-73 type 3 VW engines.
