Is this a factory tool? N or Z 6658? It has no fractional sizing?

Would probably be a special order. Looks like its from the 40s.

It is a Specials tool, usually made for a specific manufacturer or application.
Since it was hand stamped with individual characters, the order quantities were probably less than 50 pieces.
