I can't quite identify what this is. I believe it's a carburetor special but that is the limit.Any help?

The twist lock end makes it look like an orifice tube removal tool?

Its a carb tool. Being its a 200 series, would guess its for a rochester.

Solved. It is used to insert the vent tubes.
