NON RPL

Mixed in an old tool box with Plomb tools I found a spiral extension shaft labeled TM-61 and right where 'Snap-On' would be stamped, it showed NON RPL. Is this some kind of a "second"?
Some tools from kike 40's 50's did not have warranty, some, like your's, did not have the so
