Double and triple date codes

Why were there double and triple date codes? One theory is that they were used as part of the guarantee system, that the salesman would mark it on the year sold. I think this theory does not hold up. The one year guarantee was abandoned in about 30/31. Most all doubles I have seen are during or after 30. Also that theory does not account for triple date codes.

Most double date codes are 30/31 and 34/35. I cannot remember seeing one with a pre 29 date. doubles after 35 are rare.
The intial date code was stamped with a machine.

So why the doubles, I just don't know. Any ideas out there, any facts?

I'm pretty sure I have a screwdriver bit stamped 27 and 29, if that counts as being pre 29.

Thanks. Making a complete set of both the long and short versions of these is time consuming. I have close to a complete set, but am probably missing 2, and some of them are sort of place holders as the tips sometime turn up with being filed down after being damaged.

Could this be the moment in time that the date code tooling was changed and the operator just struck it to test? Of inadvertently picked the wrong tooling and found it after test? Just some thoughts.
