The tools are interesting. Sockets range from 30 to 31 with one that has a 30 and 31 date stamp. I may post a picture of that one later. Sliding T appears to be 1928 to 1929, T Handle early to mid 30's.
The outside of the box has almost no paint left on it. Bottom is in good shape, Top has some scaring from rust.

Snapmom has many years of studying! Also the '31 catalog shows a bottom clasp box, as does the '29 catalogsnapmom wrote:The black was used with the embossed label in the early 30s. Hard to put an exact date on these, just an era.

The catalog pictures , as you stated earlier, are not always accurate. I have several upper clasp non embossed midget boxes, while the catalogs only show lower clasp. While it is not possible to say anything with 100 percent certainty, given the dates on the tools, I think one can certainly entertain the possiblity here of a 31 32 hybrid box.

Looking at the outside box pictures, would you still not paint the box?

It would seem we've proved Snapmom's statement!

Ya no paint left outside. I am always inclined to paint stuff with that much paint loss.
