Looking for information on Vacuum Grip #14 plier

This is my first post here. I found this forum while searching for information on Vacuum Grip #14 pliers.
I like buying old toolboxes at sales and auctions and collecting old American Made tools.

The last box had these strange looking pliers and I'm wondering the use?
Also age?

those are called "steeldraulic" pliers. they are for adjusding steeldraulic mechanical brakes used on early 30's auburn and Pontiac cars to name a few.
