What is this tool for?
I have an old Snap-On tool that I am not familiar with. Part number WA13. My buddy thought it might be used to turn the sleeve between the tie rod ends but I am not so sure that is what it is used for. Any ideas?

your buddy is correct it is a tie rod adjustment tool Snap-on made 3 sizes of them
