Socket Wrench from 1938??

Socket Wrench from 1938??

No part number on this one and wasn't sure which category of photos to look under in the archives. There's an "8-" stamped on the top of both sockets and since the 8 has fairly flat top and bottom, I'm guessing it's a 38 and not 28 or 48. Does anyone know what this wrench was designed to do(other than the obvious)?

I forgot to mention that it's a 1/2"x7/16" size-wise 12pt.
