hi i have a bluepoint open end wrench spanner no j659
with a 2ba one end and 1/4 bsf the other. It is also faintly stamped RR,i have contacted a vintage rolls royce expert as this size fits into a
Springfield roller tool kit but he seems to believe it is not a roller spanner.
if anyone has any information i would be very grateful.

The J659 is a odd ball.  I have one also,  but mine is marked with a 1 and WAL.  The model number is odd,  most all BP whitworth wrenches start with a W or sometimes AT (the AT spanners would have been in the Merlin RR toolkit).  These have a war finish,  so why the odd model number,  and since mine is marked different than yours,  would suggest it is not probably from a kit.  It is possible that yours is a RR, it looks like a RR mark.  another odd thing,  it is marked 1/4BSF  and not W3/16,  were there were some British Standard (whitworth) marked BSF, there were some Snap on sockets in the 60-70s marked BSF,  The J wrenches were made in the 30-80s and are ignition spanners about the same size as the J659.  e.g. J1618  but the fact that it is a Blue Point, and not Snap on , and the war finish, would say that it is probably  pre 1950.

Here are some more odd balls.  These are whitworth Snap on Double box ends.  Most all Snap on DBE's were British Standard.  The whitworth one's were Blue Point.  Date code on these are 1958.
