My dad dug this up and now i'm making myself nuts trying to figure out what it's for... thanks in advance!
stamped in it is "Snap-On M-4431-A AAR USA" asked the guy on the snap-on truck. he says they list a "wrench" with M-4431-B but no other information.

Have seen them on Ebay ,described as being used on the railroad cars.
