I bought a box of valve tools and this was among them.

On the side it says:

Wright

80118

Blue Point tool co

Chicago IlL

patent Appd for

I cant see how it might work, but I dont know how radial engines function

any info? I see it in cat KA 1935, was it made other years?

It is an aircraft tool. If you want to sell it, let me know. I collect these.
